Id say if the bearings go onto the hub and the inner race of the bearing does not rock back and forth on the spindle , they are fine. That being said , beaqrings are fairly cheap. If the hub still seems a bit loose, you can run the nut down a bit more. Tapered bearings are used on front spindles because as the wheels pivot lateral thrust is created. Rear axle bearings are straight bearings because there have no lateral thrust because the rear wheels do not pivot. Being mower blade spindles are fixed position and do not pivot/turn I do not see the need to have tapered bearings on the spindles.
